The Standing Committee of the National People's Congress launched the inspection of the enforcement of the Marine Environmental Protection Law in order to fight against pollution, promote the solution of prominent environmental problems, strengthen the effectiveness of supervision, build the strictest legal system for ecological environment protection, protect and improve the marine ecological environment, protect marine resources, and promote sustainable economic and social development.
The reporter learned from the first plenary meeting of the Marine Environmental Protection Law Enforcement Inspection Group of the Standing Committee of the National People's Congress held in Beijing on the 27th that this is another law enforcement inspection to adapt to the new situation and new requirements after 20 years of enforcement inspection of the Marine Environmental Protection Law in 1998.
This law enforcement inspection adheres to a problem oriented approach, and the key contents of the inspection include five aspects: first, the implementation of major legal system measures such as the setting and management of discharge outlets into the sea, the total control of discharge in key sea areas, the red line for marine ecological protection, marine environmental protection planning, marine ecological protection compensation, and discharge permits; The second is the basic situation of marine environmental supervision and management and marine ecological protection, as well as the prevention and control of land-based pollutants, coastal and marine engineering construction projects, dumping of waste and ships, and related operational activities that cause pollution damage to the marine environment; The third is the formulation of supporting laws, regulations, and policies for marine environmental protection; The fourth is the main problems in the implementation of the law and the opinions and suggestions from all parties regarding the implementation of the Marine Environmental Protection Law; The fifth is opinions and suggestions on the revision and improvement of the Marine Environmental Protection Law.
The law enforcement inspection team will be divided into four groups and will conduct inspections in eight provinces and cities from September to October, including Tianjin, Hebei, Liaoning, Zhejiang, Fujian, Shandong, Guangdong, and Hainan. At the same time, the standing committees of the people's congresses of three provinces, regions, and municipalities in Shanghai, Jiangsu, and Guangxi will be commissioned to inspect the implementation of the Marine Environment Protection Law in their respective administrative regions. In mid November, the law enforcement inspection team will hold its second plenary meeting to study and summarize the situation of law enforcement inspections; In mid to late November, the third plenary meeting will be held to study the draft of the law enforcement inspection report. In late December, the law enforcement inspection team will report to the Standing Committee of the National People's Congress on inspecting the implementation of the Marine Environmental Protection Law.
